วันที่ 15 กันยายน 2568 สภาวิสาหกิจขนาดกลางและขนาดย่อม (สภาเอสเอ็มอี) เสนอชุดมาตรการช่วยเหลือ SMEs ระยะสั้น 4 เดือน มูลค่ารวม 80,000 ล้านบาท เพื่อแก้ไขปัญหาเร่งด่วนที่ผู้ประกอบการกำลังเผชิญ โดยนำแนวทางที่ประสบความสำเร็จจากสิงคโปร์ เกาหลีใต้ และสหรัฐอเมริกา มาปรับใช้กับบริบทของประเทศไทย

ไตรมาส 2/2568 พบว่า
ผู้ประกอบการเอสเอ็มอีไทยกำลังเผชิญหน้ากับ "ภาวะต้นทุนบีบรายได้"
อย่างรุนแรงโดยดัชนีรายได้ปรับตัวลดลง 1.11%
ในขณะที่ดัชนีต้นทุนเพิ่มขึ้น 4.16% ส่งผลกระทบต่อสภาพคล่องและความอยู่รอดของผู้ประกอบการจำนวนมาก

ประธานสภาวิสาหกิจขนาดกลางและขนาดย่อม (สภาเอสเอ็มอี) กล่าวว่า
สถานการณ์ปัจจุบันกลุ่มผู้ประกอบการเอสเอ็มอีต้องการการแก้ไขอย่างเร่งด่วนและตรงจุด
นอกจากปัญหาต้นทุนที่เพิ่มขึ้นแล้ว เอสเอ็มอียังเผชิญกับปัญหาการขาดแคลนแรงงานจากการที่แรงงานต่างด้าวจากประเทศเพื่อนบ้านลดน้อยลง
ส่งผลให้ต้นทุนแรงงานพุ่งสูงขึ้น เราจึงศึกษาแนวทางจากประเทศที่ประสบความสำเร็จ
เช่น สิงคโปร์ที่มี Enterprise Support Package มูลค่า 1.3 พันล้านดอลลาร์สิงคโปร์ และเกาหลีใต้ที่เพิ่ม New Start Fund เป็น 28.7 พันล้านดอลลาร์สหรัฐ
เพื่อนำมาปรับใช้ให้เหมาะสมกับประเทศไทย"
3 เสาหลักแก้ปัญหาครบวงจร
ที่สภาเอสเอ็มอีนำเสนอ ได้แก่
เสาหลักที่ 1 ลดภาระทางการเงิน (55,000 ล้านบาท)
• สินเชื่อดอกเบี้ยต่ำฉุกเฉิน
วงเงินสูงสุด 500,000 บาท ดอกเบี้ย 0.5% ปีแรก อนุมัติใน 5 วัน
• ลดหย่อนภาษีนิติบุคคล
50% สูงสุด 50,000 บาท
• เงินอุดหนุนค่าสาธารณูปโภค
60% สูงสุด 5,000 บาท/เดือน เป็นเวลา 3 เดือน
• ขยายระยะเวลาชำระหนี้สูงสุด
5 ปี
•ปรับรอบการจ่ายเงินของภาครัฐต่อกลุ่มผู้ประกอบการเอสเอ็มอีให้อยู่ภายใน
30-45 วันในทุกโครงการทั้งระบบ
เสาหลักที่ 2 ส่งเสริมการตลาด (15,000 ล้านบาท)
• จัดตั้งคณะกรรมการอีคอมเมิร์ซแห่งชาติและตั้งศูนย์อำนวยการด้านอีคอมเมิร์ซระดับจังหวัด
• แพลตฟอร์ม
"ไทยช่วยไทย ช้อป SMEs" โดยยกเว้นค่าคอมมิชชั่น 4 เดือน โดยผลักดันให้มีตราสัญลักษณ์ที่แสดงว่าเป็นสินค้าไทยในแพลตฟอร์ม

มาตรการชุดนี้ตั้งเป้าในการช่วยเหลือ
SMEs 100,000 ราย ด้วยมูลค่าสินเชื่อ 50,000 ล้านบาท เพิ่มอัตราการอยู่รอด 15%
และยกระดับทักษะแรงงานไทย 50,000 คน
เพื่อทดแทนแรงงานต่างด้าวที่ลดน้อยลง ภายใน 4 เดือน
พร้อมระบบติดตามแบบเรียลไทม์ผ่าน SMEs Support Dashboard
เรียกร้องรัฐบาลเร่งดำเนินการ
"ความสำเร็จของมาตรการนี้ขึ้นอยู่กับความรวดเร็วในการอนุมัติและดำเนินการ
สภาเอสเอ็มอีเสนอให้จัดตั้ง “ศูนย์บัญชาการ SMEs Support Center” ที่มีตัวแทนจากกระทรวงการคลัง กระทรวงพาณิชย์
และกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม เพื่อประสานงานแบบเรียลไทม์"
นอกจากนี้ สภาเอสเอ็มอียังเสนอให้พัฒนา Digital ID สำหรับ SMEs
เพื่อลดขั้นตอนการขอรับความช่วยเหลือ โดยอาจนำโครงการ SMEs
One ID ของสำนักงานส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม (สสว.)
มาปรับปรุงให้มีขอบเขตการใช้งานกว้างขึ้น และจัดทำ SMEs Resilience Index เพื่อติดตามความแข็งแกร่งของผู้ประกอบการเอสเอ็มอีไทยเปรียบเทียบกับระดับสากล

The SME Council has proposed four-month emergency measures worth 80 billion baht to assist SMEs.
On September 15, 2025, the Small and Medium
Enterprises Council (SME Council) proposed a four-month package of assistance
to SMEs worth a total of 80,000 million baht to address the urgent problems
facing entrepreneurs by applying successful guidelines from Singapore, South
Korea and the United States to Thailand's context.
Crisis situation. Revenue cuts costs.
According
to the latest data as of Q2/2005, Thai SMEs are facing a severe "cost
squeeze" with their income index falling 1.11 percent, while their cost
index rose 4.16 percent, affecting liquidity and survival of many
entrepreneurs.
Mr. Supree Thongpetch, Chairman of the Small
and Medium Enterprises Council (SME Council), said that SME businesses are in
urgent need of solutions. Apart from rising costs, SMEs are facing a shortage
of workers due to a decrease in foreign workers from neighbouring countries,
resulting in higher labor costs. We
studied how successful countries, such as Singapore with an Enterprise Support
Package worth Singapore $1.3 billion and South Korea, have increased the New
Start Fund to $28.7 billion to suit Thailand.”
Three pillars to solve the full range of
problems presented by the SME Council are as follows:
The first pillar reduces the financial burden
(55 billion baht).
• Emergency low-interest loans with maximum
credit limit of 500,000 baht, interest rate of 0.5% for the first year,
approved in 5 days.

50% reduction in corporate tax, up to 50,000 baht
• 60% utilities allowance up to 5,000 baht per
month for 3 months
• extend the repayment period by up to 5 years
•
Adjust the government's pay cycle to SMEs within 30-45 days in every project in
the system.
The second pillar promotes marketing (15,000
million baht).
•
Establish a national e-commerce committee and establish a provincial e-commerce
management center.
• The "Thai Help Thai Shop SMEs"
platform offers a four-month commission exemption by pushing for a brand that
represents Thai products in the platform.
• Discount coupon "SMEs Boost Up"
The government supports 100 baht when purchasing 200 baht.
• The "SMEs Ready to Export" program
supports 50% of the first export value.
The third pillar raises skills and solves
labor problems (10,000 million baht).
• A "Digital Toolkit Plus" coupon
worth 10,000 baht, including AI usage fees

The free "SMEs AI Towai" course focuses on using AI in business
operations.
• The "Smart SME Workers
Replacement" project supports automated machines and AI systems to reduce
dependence on foreign workers.
• The "SMEs Innovation" fund
supports 500,000 baht per innovation project.
• The "Upskill Thai SMEs" project
provides specialized training for Thai workers to replace foreign workers with
support of 15,000 baht per person.
Target set, clear. Traceable.
The
package aims to assist 100,000 SMEs with a credit value of 50,000 million baht,
increase survival rate by 15%, and upgrade 50,000 Thai workers to replace the
diminished number of foreign workers within 4 months. The system is also
available for real-time monitoring through SME Support Dashboard.

The SME Council proposes to establish an SME Support Center with
representatives from the Ministry of Finance, the Ministry of Commerce and the
Ministry of Digital Economy and Society for real-time coordination." In

employment of more than 2 million people, increase the GDP of SMEs by at least
3 percent, reduce dependence on foreign workers by 30% through improved skills
of Thai workers and technology, and build a strong foundation for Thai SMEs to
compete in the global market. "This measure is not only an urgent drug to
help them. But also investment in the
future of the Thai economy, especially in the era when AI technology and
digital transformation are rapidly changing the world of business," said
Supree.
