อลงกรณ์-ชัชชาติ“ผนึกความร่วมมือ“กทม.-จีน”แก้ปัญหาพีเอ็ม2.5และลดโลกร้อนพร้อมเดินหน้าโครงการพลังงานสะอาดและยานยนต์ไฟฟ้า

 

           นายอลงกรณ์ พลบุตร ประธานมูลนิธิเวิลด์วิว ไครเมท ประธานที่ปรึกษาและผู้ก่อตั้งมูลนิธิสถาบันพลังงานทางเลือกแห่งประเทศไทยเปิดเผยวันนี้(15 มี.ค.)ภายหลังนำคณะสมาคมการค้าไทย-จีนและเศรษฐกิจเอเชีย และผู้บริหารระดับสูงของหน่วยงานรัฐวิสาหกิจจีนด้านพลังงานสะอาดและเทคโนโลยีกว่า10คนเข้าพบหารือกับนายชัชชาติ สิทธิพันธุ์ ผู้ว่าราชการกรุงเทพมหานครและคณะผู้บริหารกทม.ที่ศาลาว่าการกรุงเทพมหานคร เพื่อกระชับความสัมพันธ์พร้อมหารือความร่วมมือระหว่างกันในด้านของสิ่งแวดล้อมและพลังงานสะอาด

            การพบปะหารือครั้งนี้เป็นไปด้วยบรรยากาศของความร่วมมือในการขับเคลื่อนวิสัยทัศน์การเป็น“มหานครโซลาร์เซลล์”และ“กรุงเทพสีเขียว2030 “ของกรุงเทพมหานครโดยนายชัชชาติ สิทธิพันธุ์ ผู้ว่าราชการกรุงเทพมหานครได้ย้ำถึงความสัมพันธ์อันดีระหว่างประเทศไทยกับประเทศจีนและความร่วมมือระหว่างกรุงเทพมหานครและประเทศจีนถือเป็นเรื่องสำคัญอย่างยิ่ง อีกทั้งประเทศจีนยังเป็นตัวอย่างในที่ดีในเรื่องของการจัดการด้านสิ่งแวดล้อมและพลังงานสะอาดซึ่งกรุงเทพมหานครมีกลไกและแผนการพัฒนาอย่างยั่งยืนเพื่อแก้ไขปัญหาpm.2.5 การส่งเสริมพลังงานสะอาด การใช้ยานยนต์ไฟฟ้า(EV) การมีจุดบริการบรรจุไฟฟ้า(EV Charging points)และการเพิ่มพื้นที่สีเขียวเพื่อลดคาร์บอนและยกระดับคุณภาพชีวิตของประชาชนและการพัฒนาเมืองโดยผู้ว่าราชการกรุงเทพมหานคร ได้สรุปเป้าหมายของกรุงเทพมหานครในด้านสิ่งแวดล้อมและพลังงานสะอาด ซึ่งจะเป็นโครงการที่สามารถประสานความร่วมมือระหว่างกันได้ในอนาคต ได้แก่

            1. การโปรโมตการใช้รถ EV ในพื้นที่กรุงเทพฯ โดยปัจจุบันกรุงเทพมหานครมีโครงการเปลี่ยนรถขยะจากระบบน้ำมันมาเป็นระบบ EV จำนวน 2,000 คัน

            2. การเพิ่มจุดชาร์จรถไฟฟ้าในพื้นที่กรุงเทพฯ ซึ่งขณะนี้มีการเปิดให้ยื่นข้อเสนอในการติดตั้งจุดชาร์จรถไฟฟ้า 40 จุด

            3. การพิจารณาทำโรงเผาขยะเพื่อผลิตไฟฟ้า ซึ่งอยู่ระหว่างกระบวนการหาผู้ลงทุนและผู้ดำเนินการ

            4. การทำให้กรุงเทพมหานครเป็นมหานครโซลาร์เซลล์ เนื่องจากพื้นที่กรุงเทพฯ มีแดดทั้งปี โดยมีโครงการจะติดตั้งโซลาร์เซลล์ในทุกหน่วยงานในสังกัดกรุงเทพมหานคร

            5. การพิจารณาโครงการผลิตพลังงานไฟฟ้าจากลม เนื่องจากกรุงเทพฯ มีพื้นที่ชายทะเลอยู่ประมาณ 5 กิโลเมตร ทั้งนี้ ผู้ว่าราชการกรุงเทพมหานครได้มอบหมายให้ประธานที่ปรึกษาฯ ต่อศักดิ์ โชติมงคล เป็นผู้ประสานความร่วมมือหลัก

            นายอลงกรณ์ อดีตรองประธานสภาขับเคลื่อนการปฏิรูปประเทศคนที่หนึ่งและอดีตรัฐมนตรีช่วยว่าการกระทรวงพานิชย์กล่าวขอบคุณคณะผู้บริหารกทม.และแสดงความชื่นชมผู้ว่ากรุงเทพมหานครและคณะที่ให้ความสำคัญกับพลังงานสะอาด การขับเคลื่อน“กรุงเทพสีเขียว2030”(Green Bangkok 2030” ความเป็นกลางทางคาร์บอน(Carbon neutrality)และซีโร่คาร์บอน(Zero carbon)โดยเป็นภารกิจของประเทศไทยในการบรรลุเป้าหมายลดโลกร้อนในปีค.ศ.2050และ2065ตามลำดับ ซึ่งความร่วมมือระหว่างกรุงเทพมหานครกับประเทศจีนในครั้งนี้ยังเป็นส่วนหนึ่งของการปูทางสู่วาระครบรอบ50ปีในความสัมพันธ์ทางการฑูตของ2ประเทศในปี2568นับแต่ม.ร.ว.คึกฤทธิ์ ปราโมช นายกรัฐมนตรีของไทยได้สถาปนาความสัมพันธ์กับสาธารณรัฐประชาชนจีนในปี2518ซึ่งม.ล.สุภาพ ปราโมชผู้ก่อตั้งสมาคมการค้าไทย-จีนและเศรษฐกิจเอเซียได้ร่วมคณะไปด้วยในครั้งนั้นและสานต่อภารกิจอย่างต่อเนื่องด้วยการเดินทางไปจีนถึง148ครั้งเพื่อสานสัมพันธ์2ประเทศจนถึงทุกวันนี้โดยคณะผู้บริหารระดับสูงของหน่วยงานรัฐวิสาหกิจจีนด้านพลังงานสะอาดและเทคโนโลยีได้ตอบตกลงและพร้อมสนับสนุนข้อริเริ่มว่าด้วยความร่วมมือของผู้ว่าราชการกรุงเทพมหานครอย่างกระตือรือร้นและจะเร่งดำเนินการต่อเพื่อให้เกิดเป็นรูปธรรมโดยเร็ว

            สำหรับการประชุมหารือเมื่อวันที่14มีนาคม2567 มีนายชัชชาติ สิทธิพันธุ์ ผู้ว่าราชการกรุงเทพมหานคร นายต่อศักดิ์ โชติมงคล ประธานที่ปรึกษาของผู้ว่าราชการกรุงเทพมหานคร นายพรพรหม วิกิตเศรษฐ์ ที่ปรึกษาของผู้ว่าราชการกรุงเทพมหานคร และผู้บริหารด้านความยั่งยืนของกรุงเทพมหานคร นายภิมุข สิมะโรจน์ เลขานุการผู้ว่าราชการกรุงเทพมหานคร นายไทภัทร ธนสมบัติกุล ผู้อำนวยการสำนักการจราจรและขนส่ง นายประพาส เหลืองศิรินภา ผู้อำนวยการสำนักสิ่งแวดล้อม นางสาวพรรณราย จริงจิตร ผู้อำนวยการสำนักงานการต่างประเทศ และผู้เกี่ยวข้อง ร่วมให้การต้อนรับ คณะสมาคมการค้าไทย-จีนและเศรษฐกิจเอเชีย และผู้บริหารระดับสูงของหน่วยงานรัฐวิสาหกิจจีนด้านพลังงานสะอาด ซึ่งนำโดยนายอลงกรณ์ พลบุตร อดีตรองประธานสภาขับเคลื่อนการปฏิรูปประเทศคนที่หนึ่ง และอดีตรัฐมนตรีช่วยว่าการกระทรวงพานิชย์ หม่อมหลวงสุภาพ ปราโมช ประธานที่ปรึกษากิตติมศักดิ์สมาคมการค้าไทย-จีนและเศรษฐกิจเอเชีย นางสาวประจงจิต พลายเวช รองประธานที่ปรึกษากิตติมศักดิ์สมาคมฯ นางสาวอภิญญา ปราโมช นายกสมาคมฯ นายธัชธรรม พลบุตร และนายเมฆินทร์ เอี่ยมสะอาด กรรมการบริหารมูลนิธิสถาบันพลังงานทางเลือกแห่งประเทศไทย.

 Alongkorn-Chatchachat "Cooperation Seal" Bangkok.-China "Resolve PM2.5 and Reduce Global Warming" is ready to move forward with clean energy and electric vehicles projects.

            Mr. Alongkorn Ponlaboot, President of the World View Chimet Foundation, Chairman, Advisory and Foundation of the Alternative Energy Institute of Thailand, revealed today (March 15).C) After the meeting with Mr. Chatchat Sitthiphan, Governor of Bangkok Metropolitan Administration and the executives of more than 10 Chinese state enterprises in clean energy and technology.At Bangkok City Hall to strengthen the relationship and discuss cooperation with each other in the areas of environment and clean energy.

 The meeting was attended by Mr. Chatchat Sitthipan, a member of Bangkok's "Bangkok Solar Cells" and "Bangkok Green 2030". The Governor stressed that Thailand-China relations and cooperation between Bangkok and China are important. China is also a good example of environmental and clean energy management in which Bangkok has sustainable development mechanisms and plans to solve the problem pm.2.5 Clean Energy Promotion, EV Charging Points and Green Space to Reduce Carbon and Improve Quality of Life and Urban Development. The Governor summarized Bangkok's goals for clean environment and energy, which can be collaborated in the future, including:

             1. Promoting the use of EVs in Bangkok. Currently, Bangkok has a project to convert 2,000 cars from oil systems to EVs.

             2. In addition, the addition of electricity charging points in the Bangkok area is now open to offer a proposal for the installation of 40 electricity charging points.

             3. Consideration is being made for the construction of a waste incinerator to generate electricity, which is in the process of finding investors and operators.

             4. Making Bangkok a solar cell because the Bangkok area is sunny all year round with a project to install solar cells in all departments under the Bangkok Metropolitan Administration.

             5. Considering the wind power project since Bangkok has a seaside area of approximately 5 kilometres. The Bangkok Governor has assigned Chairman Torsak Chotimongkol as the main coordinator of the project.

             Mr. Alongkorn, the first former vice president of the National Reform Steering Assembly and the former Deputy Minister of Commerce, thanked the management team of Bangkok Metropolitan Administration.He also praised Bangkok Governor and his delegation for their emphasis on clean energy, the "Green Bangkok 2030" carbon neutrality and zero carbon as Thailand's mission to achieve the goal of reducing global warming in 2010.2050 and 2065 respectively. This cooperation between Bangkok and China has also paved the way for the 50th anniversary of diplomatic relations between the two countries in 2568 B.E..The Prime Minister of Thailand, Mr. Kukrit Pramoj, established the relationship with the People's Republic of China in 1975 at M.R.L.Be polite. Pramoj, the founder of the Thai-Chinese Trade Association and Asia Economy, joined the group and continued his mission with 148 visits to China to strengthen relations between the two countries. The top executives of the Chinese state enterprise in clean energy and technology agreed and enthusiastically supported the initiative.And will continue to work to be concrete as soon as possible.

             On 14 March 2014, Mr. Chatchat Sitthipun, Bangkok Governor, Mr. Pornsak Chotimongkol, Bangkok Governor, and Mr. Pornprom Wikitset, Bangkok Governor, and Mr. Pimuk Simaroj, Bangkok's Sustainability Administrator. Bangkok Governor's Secretary, Mr. Taipat Thanasombatkul, Director of Traffic and Transportation Bureau, Mr. Prapas Luangsirinpa, Director of Environmental Bureau, Ms. Phanrai Juejit, Director of Foreign Affairs and related parties welcomed the Thai-China Trade and Asian Economic Association and senior executives of Chinese State Enterprises on Clean Energy. Led by Mr. Alongkorn Ponlaboot, former First Vice President of the National Reform Steering Assembly, and former Deputy Minister of Commerce Mom Luang Supramosh, Honorary Advisor of the Thai-Chinese Trade and Economic Association, Ms. Prachongjit Plaivej, Honorary Advisor of the Association, Ms. Apinya Pramoj, President of the Association, Mr. Tatchatham Polabutr and Mr. Executive Director of the Foundation of the Alternative Energy Institute of Thailand.
