สอดส่อง รมว.ยุติธรรม กล่าวถึงข้อเสนอของกระทรวงยุติธรรม และ
ป.ป.ส.เกี่ยวกับนโยบายกัญชาที่กระทรวงสาธารณสุข อยู่ระหว่างออกกฎหมายควบคุม ว่า
หลังยกเลิกกัญชา และพืชกระท่อมออกจากยาเสพติดในปี2565
และขณะนี้ยังไม่มีมาตรการควบคุมกัญชา
ทำให้เกิดผลกระทบกับผู้ใช้กัญชาและสร้างปัญหาอย่างมาก โดยเฉพาะกลุ่มเด็กและเยาวชน
พบว่ามีการใช้กัญชาเพิ่มถึง 10 เท่า ซึ่งทาง ส.ส.พรรคเพื่อไทย
ได้เรียกร้องว่าขอให้นำกัญชากลับมาเป็นยาเสพติด ยังไม่มีกฎหมายควบคุมสารเสพติด
ให้กลับไปใช้ประกาศของกระทรวงสาธารณสุขก่อน แต่เงื่อนไข คือ ต้องเสนอบอร์ด
ป.ป.ส.ให้ออกประกาศตามกฎหมายยาเสพติด ซึ่งทางกระทรวงสาธารณสุข กระทรวงยุติธรรม
และพรรคร่วมรัฐบาลต้องหารือกันก่อน

กล่าวว่า เรื่องดอกและช่อต้นกัญชา ใน UN ยังจัดให้เป็นยาเสพติด
และจากการที่ตนเองไปประชุมในเวทีแก้ปัญหายาเสพติดโลกนั้น ประเทศอื่น ๆ
ก็ไม่ยอมรับให้กัญชาออกจากยาเสพติด
และไทยถูกซักถามในประเด็นดังกล่าวจากต่างประเทศมาก เพราะประเทศอื่น ๆ
กัญชายังเป็นยาเสพติด แต่เหตุใดไทยอนุญาตให้ใช้
กระทรวงยุติธรรม
จึงมีความเห็นว่า กัญชาสามารถใช้ทางการแพทย์ และการวิจัยทางวิทยาศาตร์ได้
แต่ห้ามใช้ในทางสันทนาการ ดังนั้นระหว่างที่ยังไม่มีกฎหมายควบคุมกัญชา
ก็ให้ออกประกาศกำหนดให้ช่อดอกและสารสกัดจากพืชกัญชากลับไปเป็นยาเสพติดให้โทษตามประมวลกฎหมายยาเสพติด

Justice and P.E.The Ministry of Public Health's marijuana policy is in the
process of enacting a law governing marijuana and hemp plants from drugs in
2022, and there are no measures to control it, causing serious problems for
marijuana users, especially children and youth.The Pheu Thai Party has called
for marijuana to be reintroduced as a drug. There is no law governing substance
to return to the Ministry of Public Health's announcement, but the conditions
are that it must offer a P.O. board.The DEA has issued a declaration under the
Narcotics Act which the Ministry of Health, Ministry of Justice and coalition
parties must discuss first.
B.Col. Tavee said that the flower and bouquet
of marijuana plants in the UN is still considered a narcotic. Other countries
have refused to accept marijuana out of drugs and Thailand has been questioned
on such issues from abroad because other countries are still drugs, but why is
Thailand allowed to use it?
The Justice Department is
therefore of the opinion that marijuana can be used medically. And scientific
research, but it is prohibited from recreational use. Therefore, while there is
no law to control marijuana, it has issued a notice requiring the return of
bouquets and extracts from marijuana plants to drugs to be punished by the Drug
Code.
