“มิสเตอร์ เอทานอล-อลงกรณ์” เสนอรัฐบาลปลดล็อควิกฤติพลังงาน ปลดแอกประเทศไทย เร่งเครื่องเมกกะโปรเจคพลังงานใหม่

:ปลดแอกประเทศไทย“ โดยเสนอรัฐบาลเร่งเดินหน้าเมกกะโปรเจคพลังงานใหม่ซึ่งมีเนื้อหาและข้อเสนอที่น่าสนใจภายใต้สถานการณ์ที่ประเทศไทยกำลังเผชิญกับปัญหาราคาน้ำมัน-แก๊สถีบตัวสูงขึ้นและเริ่มขาดแคลนน้ำมันดีเซลจากผลกระทบของสงครามสหรัฐ-อิสราเอล-อิหร่านโดยมีเนื้อหาดังนี้

เอทานอล-อลงกรณ์ ท่ามกลางผลกระทบจากสงครามในตะวันออกกลางและการปิดช่องแคบฮอร์มุซ
ซึ่งเป็นเส้นทางผ่านของพลังงานที่เรานำเข้าถึง 1 ใน 3
ทำให้ประเทศไทยกำลังเผชิญปัญหาความมั่นคงทางพลังงานที่รุนแรงกว่าวิกฤติพลังงานในทุกครั้งที่ผ่านมา
แต่มาตรการแก้ไขก็ไม่ต่างไปจากเดิมแล้วแต่ดีกรีความหนักเบาของปัญหา
เราติดกับวิกฤตพลังงานครั้งแล้วครั้งเล่าวนเวียนอยู่แบบเดิม ๆ ทั้งที่มีทางออกจากวิกฤตแบบยั่งยืนแต่ไม่ทำ
26 ปีที่แล้วผมบอกว่า เมืองไทยมีบ่อน้ำมันทุกจังหวัด หมายถึง เราปลูกพืชพลังงานแปรรูปเป็นน้ำมันได้
นั่นคือการเกิดขึ้นของ“เอทานอล”หรือแอลกอฮอล์ที่แปรรูปมาจากอ้อยและมันสำปะหลังจนทุก
วันนี้มีน้ำมันแก๊ซโซฮอลล์จำหน่ายทุกปั้มรถทุกยี่ห้อยอมรับเป็นเชื้อเพลิง
เช่นเดียวกับไบโอดีเซลที่แปรรูปมาจากน้ำมันปาล์ม ปัจจุบันเทคโนโลยี่และอุตสาหกรรมพัฒนาก้าวหน้ามากขึ้นสามารถต่อยอดน้ำมันเชื้อเพลิงเอทานอลและไบโอดีเซลไปสู่ผลิตภัณฑ์มูลค่าสูงยิ่งขึ้นรวมทั้งไบโอแก๊ส
ไบโอมีเทน ไบโอแมสและไฮโดรเจน นี่คือโอกาสยิ่งใหญ่ในวิกฤตครั้งนี้ “ผมคิดว่าแนวทางเดียวที่จะก้าวพ้นวิกฤติพลังงานและปลดแอกการพึ่งพาน้ำมันและแก๊ซจากภายนอกประเทศคือการยืนบนศักยภาพของตัวเอง
ด้วยการเดินหน้าเมกกะโปรเจคพลังงานชีวภาพ(Bioenergy)อย่างจริงจังต่อเนื่อง
ไม่ใช่แค่เรื่องน้ำมันและแก๊สแต่คือโอกาสในการสร้างอุตสาหกรรมใหม่และเศรษฐกิจแห่งอนาคต
ผมพูดเสมอว่าเมืองไทยมีบ่อน้ำมันและแหล่งแก๊สทุกจังหวัด
เราเป็นประเทศไทยที่มีโครงสร้างพื้นฐานของพลังงานชีวภาพ(Bioenergy)ที่แข็งแกร่ง
แต่ยังใช้ศักยภาพไม่เต็มที่ เราต้องปลดล็อกขีดจำกัดเหล่านี้ทันที
1. เปลี่ยนพืชเกษตรเป็นเชื้อเพลิงชีวภาพ(Biofuels)
•เอทานอล (Ethanol) ปัจจุบันมีโรงงานเอทานอล 28 แห่ง กำลังการผลิตรวม
6.92 - 7.02 ล้านลิตรต่อวัน โดยมีวัตถุดิบหลักคือ กากน้ำตาล จากอ้อย (59.5%) และ
มันสำปะหลัง (35.5%) ทว่าปัจจุบันมีการใช้จริงเพียง 3.43 ล้านลิตรต่อวัน
หรือมีกำลังผลิตส่วนเกินกว่าร้อยละ 50 รัฐบาลควรประกาศเป็นการถาวรให้ใช้ น้ำมันE20 E85 เป็นน้ำมันพื้นฐานในช่วงแรกและE100ภายใน3ปีพร้อมส่งเสริมการลงทุนขยายและสร้างโรงงานเอทานอลให้ได้วันละ20ล้านลิตรเท่ากับ2ใน3ของปริมาณความต้องการใช้เบนซินในปัจจุบันพร้อมกับขยายพื้นที่และเพิ่มผลผลิตต่อไร่ของอ้อยและมันสำปะหลังให้เพียงพอต่อเป้าหมายใหม่และควรเริ่มนโยบายSet aSide Land Policy แยกพื้นการปลูกพืชพลังงานกีบพืชอาหารด้วยโมเดลฟาร์มขนาดใหญ่ (Big Farm)
•ไบโอดีเซล
(Biodiesel)
เรามีโรงงานผลิตไบโอดีเซล 15
แห่ง มีกำลังการผลิตรวมกันประมาณ 11.7 - 11.9 ล้านลิตรต่อวัน
แต่มีการผลิตจริงอยู่ที่ประมาณ 4.6 - 5.1 ล้านลิตรต่อวัน
ซึ่งคิดเป็นอัตราการใช้กำลังการผลิต (Capacity Utilization) เพียงประมาณ 34 - 39% เท่านั้น รัฐบาลควรประกาศใช้ B7 และB10
เป็นน้ำมันหลักในภาคขนส่งทางบกและเพิ่มการผลิตเป็น14ล้านลิตรภายใน3ปีเท่ากับ20%ของการใช้ดีเซลในแต่ละวันรวมทั้งการใช้B100สำหรับฟาร์มแมชชีนและรถโดยสารตลอดจนรถบรรทุกตั้งแต่ขนาด1ตันจนถึงรถบรรทุกขนาดใหญ่
2.อุตสาหกรรมชีวภาพ
(Bio-Industry)
•โรงกลั่นชีวภาพ (Bio-refinery) คือกุญแจสำคัญในการเปลี่ยนจาก
"น้ำมันพืชและไบโอดีเซล" ไปสู่ผลิตภัณฑ์มูลค่าสูง (High
Value-added) การแปรรูปปาล์มน้ำมันและของเสียจากโรงงาน
เช่น ทะลายเปล่าและน้ำเสียให้เป็นพลังงานและเคมีภัณฑ์ได้แก่
•Oleochemicals การผลิตสารตั้งต้นสำหรับอุตสาหกรรมทำความสะอาดและเครื่องสำอาง
เช่น Fatty
Alcohol, Glycerin (บริสุทธิ์), และ Fatty Acid
•Bio-Jet Fuel
(SAF) การผลิตน้ำมันเชื้อเพลิงอากาศยานชีวภาพ
ซึ่งเป็นเทรนด์ใหญ่ที่ไทยกำลังผลักดันเพื่อลดคาร์บอนในภาคการบินรัฐบาลควรเร่งขยายโครงการ
Alcohol-to-Jet
(ATJ) เพื่อผลิต SAF
(Sustainable Aviation Fuel) โดยเริ่มบังคับใช้ร้อยละ 1 ในปี 2569 และขยายสู่ร้อยละ 8 ภายในปี 2579
เพื่อลดการนำเข้าน้ำมันอากาศยาน
•
เคมีภัณฑ์ชีวภาพ (Bio-Chemical) ผลิตภัณฑ์ที่ไทยมีศักยภาพและเริ่มผลิตแล้ว
เช่น
•พลาสติกชีวภาพ (Bioplastic) เรามีการผลิตพลาสติกจากอ้อยและมันสำปะหลัง
แต่ก็มีการวิจัยนำน้ำมันปาล์มมาทำโพลิเมอร์ชีวภาพบางชนิด
•สารลดแรงตึงผิว (Surfactants) ใช้ในผงซักฟอก แชมพู และสบู่
•น้ำมันหล่อลื่นชีวภาพ (Biolubricants)สำหรับเครื่องจักร จาระบี
และน้ำมันไฮดรอลิกที่เป็นมิตรต่อสิ่งแวดล้อม
•Green Chemical สกัดสารคุณค่าสูงจากน้ำมันปาล์มดิบเช่นวิตามิน
และสารชีวภัณฑ์ (Vitamin
E & Phytosterols ) เพื่อใช้ในอุตสาหกรรมยาและอาหารเสริม
รัฐบาลควรเร่งส่งเสริมการลงทุนเป็นเมกกะโปรเจคต่อยอดไบโอโพลิส (Biopolis) ในระเบียงเศรษฐกิจภาคตะวันออก (EEC) และควรขยาย Biopolis ไปภาคใต้ ภาคเหนือ ภาคอีสานฯลฯ
3.พลังงานBiogas-Biomassทุกจังหวัด
ยุทธศาสตร์ที่ยั่งยืนที่สุดคือการสร้าง
"ความมั่นคงพลังงานระดับชุมชน" เพื่อลดการพึ่งพาโครงข่ายสายส่งกลาง
• ชีวมวล (Biomass) ระเทศไทยมีวัสดุเหลือทิ้งทางการเกษตรมหาศาล
โดยเฉพาะ ฟางข้าว 20ล้านตันต่อปีและ แกลบ5
ล้านตันต่อปีรวมถึงใบและยอดอ้อยที่มีศักยภาพเชิงความร้อนสูงถึง 3,870 กิโลแคลอรีต่
กิโลกรัม
ปัจจุบันไทยมีกำลังผลิตไฟฟ้าจากชีวมวลสะสมแล้ว
3,380 เมกะวัตต์ (MW) และต้องเร่งขยายเพื่อลดภาระการใช้ก๊าซ
LNG นำเข้า
•ก๊าซชีวภาพ (Biogas) และไฮโดรเจน เรามีศักยภาพจากน้ำเสียโรงงานอุตสาหกรรมเกษตรและมูลสัตว์
โดย รัฐบาลควรส่งเสริมโครงการ "1 หมู่บ้าน 1
โรงก๊าซชีวภาพ 1 โรงปุ๋ยชุมชน"
เพื่อเปลี่ยนของเสียเป็นพลังงานและลดต้นทุนเกษตรกรทกจังหวัด
นอกจากนี้ควรส่งเสริมการลงทุนในการผลิตก๊าซชีวภาพ
(Biogas) และการปรับปรุงคุณภาพเพื่อผลิตเป็นไบโอมีเทนอัด
(CBG :Compressed
Biomethane Gas) เป็นทางเลือกเชื้อเพลิงขนส่ง
โดยมีเป้าหมายการผลิตในแผนพลังงานทดแทนและพลังงานทางเลือก (AEDP) 4,800 ตันต่อวันภายในปี 2579
และมีเป้าหมายรวมในการผลิตพลังงานชีวภาพสูงถึง 5,570 เมกะวัตต์ภายในปี 2579 ประเทศไทยมีศักยภาพการผลิตไบโอมีเทนได้มากถึง
1,200 ล้านลูกบาศก์เมตรต่อปี ภายในปี 2573
ซึ่งเทียบเท่ากับการลดการนำเข้าก๊าซธรรมชาติเหลว (LNG) ได้กว่า 450,000 ตันต่อปี ยิ่งกว่านั้นยังสามารถเพิ่มสัดส่วนการผสมไฮโดรเจนที่ผลิตจากน้ำในระบบท่อก๊าซธรรมชาติ
(Blending) ในโรงไฟฟ้าสูงถึง 25% จนถึง 75%
ในช่วงปี 2041-2050 ซึ่งจะช่วย ลดการปล่อยคาร์บอนได้ไม่น้อยกว่า 42% จากระดับปี
2023 นอกจากนี้
ยังมีการคาดการณ์ว่าตลาดไฮโดรเจนคาร์บอนต่ำในประเทศจะมีมูลค่าสูงถึง 82,000
ล้านบาท ภายในปี 2050
ซึ่งตอกย้ำถึงความสำคัญเชิงเศรษฐกิจของพลังงานทางเลือกนี้ต่ออนาคตของประเทศ
บทสรุป:

วิกฤตพลังงานจากสงครามในปี พ.ศ. 2569
คือสัญญาณเตือนครั้งสุดท้ายที่ประเทศไทยต้องเร่งปรับโครงสร้างสู่พลังงานชีวภาพ(Bio Industry ) เพื่อให้เงินทุกบาทที่เคยจ่ายค่าน้ำมันค่าแก๊สจากต่างประเทศ
กลับมาไหลเข้ากระเป๋าเกษตรกรไทยระบบเศรษฐกิจไทยและสร้าง
"พลังงานที่ไม่มีวันขาดแคลน" เพื่อเกษตรมั่งคั่ง พลังงานยั่งยืน
ประเทศมั่นคงอย่างแท้จริง.
Thailand has gas wells in every province.
"Mr.
Ethanol-Alongkorn" proposes the government to unlock the energy crisis,
liberate Thailand, accelerate the new energy project megaproject.
Mr. Alongkorn Ponlaboot, the owner of the
nickname "Mr. Ethanol," FKI's president, the founder of the Institute
of Alternative Energy of Thailand, posted a Facebook page today on
"Unlocking Energy Crisis: Unlocking Thailand." He suggested that the government should push
ahead with new energy projects with interesting contents and proposals under
the situation where Thailand is facing a rising oil-gas price problem and
starting to run out of diesel due to the impact of the US-Israeli-Iran war.
"Unlocking the Energy Crisis: Unlocking
Thailand" by Mr. Alongkorn Ponlaboot, the owner of the nickname "Mr.
Ethanol", the president of FKI Institute, the founder of the Thailand
Alternative Energy Foundation"... Thailand has oil wells, gas fields in
every province… "Mr. Ethanol-Alongkorn, amid the effects of the Middle
East war and the closure of the Strait of Hormuz, one-third of the energy we
have access to, Thailand is facing a more serious energy security problem than
the previous energy crisis. But the measures are no different, depending on the
degree of gravity. We're stuck in the
same energy crisis as usual, with a long way out of the crisis, but not doing
it. Twenty-six years ago, I said, Thailand has oil wells in every province,
which means we can grow processed energy into oil, ethanol, processed alcohol
from sugarcane and tapioca. To date, every gasohall is sold as fuel. Like biodiesel, processed from palm oil,
technology and development industries can now extend ethanol and biodiesel to
higher-value products, including biogas, bio methane, biomas and hydrogen. This
is a huge opportunity for this crisis.
"I think the only way to get out of the energy crisis and free up
dependence on oil and gas from outside the country is to stand on its own
potential by continuing to take its bioenergy projects seriously, not just on
oil and gas, but on opportunities to create new industries and future
economies.
I’ve always said that Thailand has oil wells
and gas fields in every province. We are Thailand with a strong bioenergy
infrastructure, but still underutilized. We need to unlock these limits
immediately.
1.
convert agricultural plants into biofuels
• Ethanol currently has 28 ethanol plants with
a total production capacity of 6.92 – 7.02 million litres per day. The main raw
materials are molasses from sugarcane (59.5%) and cassava (35.5%), but only 3.
43 million litres per day, or more than 50 percent of the production capacity,
should be permanently announced by the government to use E20 E85 oil. E100 is the first basic oil and E100 within 3
years. The company plans to invest 20 million litres of ethanol plants per day,
which is equivalent to 2 thirds of the current gasoline demand, while
increasing sugarcane and cassava production to meet new targets.
•
Biodiesel has 15 biodiesel plants with a combined capacity of 11.7 – 11.9
million litres per day, but an actual production of 4.6 – 5. 1 million litres
per day (Capacity Utilization) is only 34-39%. The government should use the B7
and B10 as the main oil in the land transport sector and increase production to
14 million litres within 3 years to 20% of daily diesel consumption, including
B100 for farm machines and buses and trucks from 1 ton to large trucks.
2.
Bio-Industry (Bio-Industry)
• Bio-refinery is the key to the transition
from “plant oil and biodiesel” to high-value products. Processing palm oil and
factory waste such as wastewater and wastewater into energy and chemicals,
including:
•
Oleochemicals manufacture of precursors for cleaning and cosmetic industries
such as Fatty Alcohol, Glycerin (pure), and Fatty Acid.
• Bio-Jet Fuel (SAF), Thailand’s biggest trend
to reduce carbon in the aviation sector, should accelerate the government’s
expansion of the Alcohol-to-Jet (ATJ) project to produce SAF (Sustainable
Aviation Fuel) by 1% in 2016 and expand to 8% by 2016.
• Bio-Chemical products that
Thailand has potential and has begun to manufacture include:
• Bioplastic: We produce plastics
from sugarcane and cassava, but we also do research on palm oil to make some
biological polymers.
•
Surfactants are used in detergents, shampoo and soap.
•
Biological lubricants (Biolubricants) for environmentally friendly machinery,
grease and hydraulic oil
•
Green Chemical extracts high-value palm oils such as vitamins and phytosterols
for use in the pharmaceutical and dietary supplement industries. The government
should expedite investment in megaprojects to Biopolis in the Eastern Economic
Corridor (EEC) and expand Biopolis to the South, North, Northeast, etc.
3.
Biogas-Biomass Energy in all provinces
The most sustainable strategy is to build a
"community energy security" to reduce reliance on the intermediate
transmission network.
•
Biomass Thailand has a huge amount of agricultural waste, especially 20 million
tons of rice straw and 5 million tons of kelp per year, as well as leaves and
sugarcane with thermal capacity of 3,870 kcal/kg.
At present, Thailand has a cumulative
biomass power generation capacity of 3,380 megawatts (MW), and has to
accelerate its expansion in order to reduce the burden of imported LNG.
• Biogas and hydrogen have potential
from wastewater, agricultural and livestock industries. The government should
promote the project "1 Village, 1 Biogas, 1 Community Fertilizer" to
convert waste into energy and reduce farmers' costs in all provinces.
Investment
in biogas and quality improvement should also be promoted as transportation
fuel alternatives to CBG: Compressed Biomethane Gas, with an AEDP target of
4,800 tons per day by 2016 and a combined target of bioenergy production of up
to 5,500 tons per day. 570 megawatts (MW) by 2016 has the potential to produce
up to 1,200 million cubic meters of bio-methane per year by 2030, which is
equivalent to cutting imports of liquefied natural gas (LNG) by more than 450
million cubic meters. Moreover, it can increase the proportion of hydrogen
produced from water in the gas pipeline system by 25% to 75% during the period
of 2041-2050, reducing carbon emissions by at least 42% from 2023. Low-carbon
hydrogen market is also expected to be as high as 82. Bt1,000 million by 2050
which underscores the economic importance of alternative energy to the future
of the country.
Conclusion:
"Wealthy agriculture, sustainable energy, stable country"
Energy crisis from the war in B.C.E. 2016 is
the last warning that Thailand must urgently restructure to bio-energy (Bio
Industry) so that every baht that used to pay for foreign oil and gas comes
back to flow into Thai agricultural pockets and create "never-short
energy" for prosperous agriculture, sustainable energy, and a truly stable
country.
