ยุคที่โลกกำลังเดือด (Global Boiling) คำว่า "Net Zero" กลายเป็น Buzzword ที่เราได้ยินกันทุกเวทีประชุม ตั้งแต่ระดับสหประชาชาติจนถึงห้องประชุมบอร์ดบริษัท
วันนี้ผู้เขียนอยากชวนทุกท่านสวมหมวก
"ผู้ตรวจสอบ" (Auditor) มองเรื่องนี้ไปพร้อมกันทีละประเด็น
ประเด็นแรก...Net Zero คืออะไร? อธิบายแบบเข้าใจง่าย ถ้าเปรียบโลกใบนี้เป็น
"อ่างอาบน้ำ"...ก๊อกน้ำที่เปิดอยู่ คือ การปล่อยก๊าซเรือนกระจก (Emissions)
จากกิจกรรมของมนุษย์
ส่วนท่อระบายน้ำ คือ การดูดซับคาร์บอนกลับ (Removals) เช่น โดยใช้ป่าไม้ หรือเทคโนโลยีตลอดร้อยปีที่ผ่านมา
เราเปิดก๊อกแรงมากจนน้ำล้นอ่าง เกิดเป็นวิกฤตโลกร้อน
Net Zero คือ
การปล่อยก๊าซเรือนกระจกสุทธิเป็นศูนย์ จึงไม่ใช่การ "ปิดก๊อก"
ให้สนิทซึ่งเป็นไปไม่ได้ในทางปฏิบัติ
Net Zero จึงเป็นการรักษาสมดุล (Balance)
ระหว่าง
"สิ่งที่ปล่อยออกไป" กับ "สิ่งที่นำกลับมา"
ให้หักลบกลบหนี้กันแล้วเท่ากับ "ศูนย์"
ในทางเศรษฐศาสตร์แล้ว
มันคือจุดดุลยภาพใหม่ของสิ่งที่ปล่อยออกและนำเข้า
ในฐานะองค์กรตรวจเงินแผ่นดิน (Supreme
Audit Institution หรือ SAI) เราไม่ได้มอง Net Zero เป็นแค่เทรนด์รักษ์โลก แต่มองเป็น
"ความเสี่ยง" และ "ความรับผิดชอบ" ระดับชาติ ผ่านเลนส์ 3 มิติ ดังนี้ ครับ
หนึ่ง...จาก Green Policy สู่ Greenwashing หรือ กับดักการฟอกเขียว ความท้าทายแรก คือ
"ความน่าเชื่อถือของข้อมูล" (Data Reliability) ...เมื่อองค์กรประกาศเป้าหมายลดคาร์บอนแล้ว
คำถามที่ Auditor มักถามไม่ใช่ "เราตั้งเป้าไว้สวยหรูแค่ไหน" แต่คือ
"เราวัดผลมันอย่างไร?" (Measurement) ตัวเลขคาร์บอนที่ลดได้ มาจากมาตรฐานใด?
การซื้อคาร์บอนเครดิตมาโปะ
มีการนับซ้ำ (Double Counting) หรือไม่? หน้าที่ Auditor คือ ตรวจสอบเพื่อป้องกันการสร้างภาพลักษณ์สีเขียวโดยไม่มีผลลัพธ์ที่จับต้องได้จริง
(Greenwashing) เพราะถ้าข้อมูลตั้งต้นผิด นโยบายระดับชาติก็จะผิดทิศผิดทางไปหมด
สอง...ความคุ้มค่าของเงินแผ่นดิน
(Value for Money) การเปลี่ยนผ่านสู่พลังงานสะอาด (Energy
Transition) ต้องใช้เม็ดเงินลงทุนมหาศาล
ทั้งโครงสร้างพื้นฐาน EV หรือเทคโนโลยีใหม่อย่าง Hydrogen ในมุมมองของ Auditor เราถามหา "ความคุ้มค่า"
ว่าเงินทุกบาทที่รัฐจ่ายไป หรือมาตรการอุดหนุนต่าง ๆ ลดคาร์บอนได้จริงกี่ตัน?
คุ้มกับต้นทุนค่าเสียโอกาสทางเศรษฐกิจหรือไม่
? เราต้องมั่นใจว่าภาษีประชาชนไม่ได้ถูกใช้ไปกับโครงการที่เป็นแค่
"แฟชั่น" แต่ต้องสร้างผลกระทบ (Impact) ที่ยั่งยืนจริง ๆ
ประเด็นสุดท้าย
ความเชื่อมโยงของนโยบาย (Policy Coherence) เรื่องสิ่งแวดล้อมไม่ใช่เรื่องของกระทรวงใดกระทรวงหนึ่ง
Auditor มองเห็นภาพรวมว่า
หน่วยงาน ก. ส่งเสริมการปลูกป่า แต่หน่วยงาน ข.
ยังอนุมัติโครงการที่ทำลายพื้นที่สีเขียวอยู่หรือไม่?... นโยบายรัฐบาลมีความขัดแย้งกันเอง (Conflicting
Targets) หรือไม่
อย่างไร?
บทบาทของเรา คือ การสะท้อนภาพ (Reflection)
ให้รัฐเห็นจุดที่ควรคำนึงเหล่านี้
เพื่อให้องคาพยพทั้งหมดเดินหน้าไปสู่เป้าหมายเดียวกัน สำหรับผู้เขียนแล้ว การไปถึง
Net Zero ไม่ใช่เรื่องของเทคโนโลยีเพียงอย่างเดียว
แต่เป็นเรื่อง"ความไว้วางใจ" (Trust) สังคมจะเชื่อมั่นได้อย่างไรว่าเรากำลังกู้โลกจริง
ๆ ไม่ใช่แค่การเล่นแร่แปรธาตุตัวเลข ? คำตอบอยู่ที่ระบบการตรวจสอบที่เข้มแข็ง
(Robust Audit) ครับ เพราะโลกที่กำลังเปลี่ยนแปลง ความโปร่งใส (Transparency)
และความรับผิดชอบ
(Accountability) คือ
พลังงานสะอาดที่สุดที่ขับเคลื่อนสังคมเราไปข้างหน้าได้อย่างยั่งยืน

In the age of global boiling, the word "Net Zero" became a buzzword that we heard on every forum, from the U.N. level to the boardroom.
Today, the author would
like to invite you all to wear the "Auditor" hat and look at this one
by one. The first point. ..Net Zero คือ It's easy to understand
when you compare the world to a "bath bath." The open faucet is
emissions from human activities, and the drain is reabsorption of carbon, for
example, using forests and technology. Over the last hundred years, we've
turned on the faucet so hard that the water overflows into a global warming
crisis.
Net Zero is the net emission of greenhouse
gases. Therefore, it is not a "toggle" that is practically
impossible.
Net Zero therefore maintains a balance between
"what is released" and "what is returned" to offset the
debt and equal to "zero". Economically, it's a new equilibrium of
what's released and imported.
As a Supreme Audit Institution (SAI), we do
not view Net Zero as a global trend, but as a "risk" and a national
"responsibility" through 3D lenses as follows:
One. ...from Green
Policy to Greenwashing, or the greenwashing trap, the first challenge is
"Data Reliability." Once the organization has announced its
carbon-reduction goal, the question that Auditors often ask is not, "How
beautifully do we target?" It's, "How do we measure it? ?"
(Measurement) What is the standard for reducing carbon emissions? Is the purchase
of carbon credit Mapo double counting? The Auditor's job is to check to prevent
the creation of a green image without tangible results. (Greenwashing) Because
if the initial data is wrong, the national policy will be completely wrong.
Two... Value for Money
Transition to Energy Transition requires a huge investment in EV infrastructure
or new technology. From the Auditor's point of view, we ask
"value" for how many tons of government-funded subsidies actually
reduce carbon. Is it worth the cost of economic opportunity? We need to make
sure that people's taxes are not spent on projects that are just
"fashion" but have a really sustainable impact.
Lastly, Policy Coherence
on the environment is not a matter for a particular ministry. Auditors see the
overall picture as Agency A. Promote afforestation, but agency B. Are projects
that destroy green areas still approved? ... Are government policies
conflicting? (Conflicting Targets) ?
Our role is to reflect the state's perspective
on these points of consideration so that all migration organizations move
towards the same goal. For authors, reaching Net Zero is not just about
technology, it's about "trust." How can society be convinced? That
we're really saving the world, not just playing with alchemy numbers? The
answer lies in Robust Audit. Because the changing world of transparency and
accountability is the cleanest energy that can sustain our society forward.
