น้ำเสียและขยะจึงต้องใช้องค์ความรู้ เทคโนโลยีและนวัตกรรมเพื่อแก้ปัญหาและรับมือในอนาคตคู่ขนานไปกับกับการพัฒนาเมืองและเขตนวัตกรรมมูลค่าสูง
จุดเด่นของปทุมธานีคือเป็นที่ตั้งของหน่วยงานด้านวิจัยและพัฒนาสำคัญของประเทศเช่น
สวทช. วว. Science Park มหาวิทยาลัยธรรมศาสตร์ สถาบันเอไอที
มหาวิทยาลัยกรุงเทพ ฯลฯจะเป็นกำลังสำคัญในการพัฒนาเขตนวัตกรรมมูลค่าสูง
