นายกรัฐมนตรีได้มองหาพร้อมสอบถามถึงนายเศรษฐพุฒิ สุทธิวาทนฤพุฒิ
ผู้ว่าการธนาคารแห่งประเทศไทย (ธปท.) โดยสอบถามว่า “ท่านผู้ว่าฯ
ติดภารกิจหรือครับ” ซึ่งนายรณดล นุ่มนนท์ รองผู้ว่าฯ ธปท.
ด้านเสถียรภาพสถาบันการเงิน ได้แจ้งว่าผู้ว่าฯ ธปท. ติดภารกิจไปต่างประเทศ

ในฐานะประธานการประชุมคณะกรรมการนโยบายโครงการเติมเงิน 10,000 บาท ผ่าน Digital
Wallet (บอร์ดดิจิทัลวอลเล็ต)
กล่าวว่า ที่ประชุมได้มอบหมายให้กระทรวงการคลัง และสำนักงบประมาณ
มาเสนอความเป็นไปได้ของแหล่งเงินที่จะนำมาใช้ใน อย่างไรก็ดี
ที่ประชุมยังไม่ได้หารือถึงประเด็นว่าจำเป็นจะต้องกู้เงินทั้ง 5
แสนล้านบาทในครั้งเดียว โดยมอบหมายกระทรวงการคลังไปพิจารณา
เช่นเดียวกับกรณีว่าจะจ่ายเงินให้กับประชาชนในครั้งเดียวหรือไม่
ซึ่งจะมีความชัดเจนในวันที่ 10 เม.ย.
ขณะที่นายลวรณ แสงสนิท
ปลัดกระทรวงการคลัง กล่าวถึงงบประมาณที่ใช้ในโครงการดิจิทัลวอลเล็ตว่า
ที่ประชุมได้มอบหมายให้สำนักงบประมาณ และกระทรวงการคลังไปพิจารณา
และย้ำว่าในวันที่ 10 เม.ย. จะได้เห็นโครงการที่สมบูรณ์
และตอบโจทย์ข้อกังวลของทุกภาคส่วน
นอกเหนือจากการออก
พ.ร.บ.กู้เงิน ตลอดจนมอบหมายให้กระทรวงพาณิชย์ สรุปหลักเกณฑ์ร้านค้า และมอบหมายให้กระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม
(ดีอี) และบอร์ดรัฐบาลดิจิทัล สรุปการพัฒนาระบบ และการจัดทำในลักษณะเปิด (Open
Loop) เพื่อให้สถาบันการเงิน
และผู้ประกอบธุรกิจเข้าร่วมโครงการ และมอบหมายสำนักงานตำรวจแห่งชาติ
วางกรอบวินิจฉัยร้องทุกข์กล่าวโทษ และการเรียกเงินคืน
โดยให้ทุกหน่วยงานรายงานในวันที่ 10 เม.ย.นี้ พร้อมยืนยันว่า
เป็นไปตามกรอบไทม์ไลน์ตามที่นายจุลพันธ์ อมรวิวัฒน์ รมช.คลังแถลงไว้
โดยจะมีการลงทะเบียนร้านค้า และประชาชนในไตรมาสที่ 3
และเงินจะถึงประชาชนในไตรมาสที่ 4

10,000 บาท ผ่าน Digital Wallet แถลงข่าวความคืบหน้าโครงการดังกล่าวว่า ขณะนี้คณะอนุกรรมการด้านการตรวจสอบการกระทำอาจเข้าข่ายผิดหลักเกณฑ์และเงื่อนไขของโครงการ
ดำเนินการใกล้แล้วเสร็จแล้ว หลังจากนั้น
จะได้รวบรวมนำข้อมูลเข้าที่ประชุมคณะกรรมการนโยบายโครงการเติมเงิน 10,000 บาท ผ่าน
Digital Wallet ในวันที่ 27 มีนาคม 2567 ที่ทำเนียบรัฐบาล โดยมี นายเศรษฐา ทวีสิน
นายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงการคลังเป็นประธาน ที่ผ่านมา คณะทำงานฯ
ได้รับฟังความเห็นจากภาคส่วนต่างๆ กว่าร้อยองค์กร ทั้งภาครัฐ เอกชน และประชาชน
เป็นที่เรียบร้อยแล้ว โดยเปิดให้ส่งคำตอบได้จนถึงวันที่ 29 มีนาคม 2567
พร้อมนำข้อเสนอแนะของคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ ( ป.ป.ช.)
ซึ่งเป็นเอกสารทางการเข้าประชุมด้วย
เพื่อให้หน่วยงานที่เกี่ยวข้องดำเนินการตามข้อเสนอแนะ
และหากลไกทางกฎหมายเพื่อขับเคลื่อนนโยบายต่อไปให้ได้
จากนั้นวันที่
10 เมษายน 2567 คณะกรรมการนโยบายโครงการเติมเงิน 10,000 บาท ผ่าน Digital
Wallet จะสรุปรายละเอียดโครงการ
เงื่อนไขต่างๆ อีกครั้ง ซึ่งจะมีความชัดเจนมากขึ้น
และจะเสนอต่อที่ประชุมคณะรัฐมนตรี (ครม.) ให้เห็นชอบ
“เชื่อว่าในระยะเวลาไม่นานหลังจากมีการประชุมชุดใหญ่ ส่งเข้าคณะรัฐมนตรี
หลังจากนั้นเราวางกรอบการทำงานซึ่งได้พิจารณาอย่างละเอียดรอบคอบ
ไม่ว่ากรอบทางกฎหมาย กรอบทางตัวเงิน กรอบทางด้านเทคนิค เรื่องของระบบต่างๆ
เรากำหนดคร่าวๆ เป็นเบื้องต้น หลังจากวันที่ 10 เมษายน น่าจะมีความชัดเจน
คาดว่าราวไตรมาส 3 ปีนี้ จะมีการลงทะเบียนร้านค้าและลงทะเบียนประชาชน ระบบค่อนข้างพร้อมแล้ว
และในไตรมาส 4 ของปีนี้ ก่อนสิ้นปีแน่นอน
