รองสารวัตรงานป้องกันและปราบปราม สภ.ไชโย (ร้อยเวรสายตรวจรถยนต์)
ได้รับการประสานจากเจ้าหน้าที่สมาคมกู้ภัยจังหวัดอ่างทอง
หลังได้รับแจ้งจากพลเมืองดีว่าพบชายพิการใช้รถโยกสามล้อ
เดินทางมาตามถนนสายเอเชียมุ่งหน้าเข้ากรุงเทพฯ จึงได้เดินทางมาทำการตรวจสอบ พบชายตามที่พลเมืองดีแจ้ง
บริเวณทางเข้าอำเภอไชโย (แห่งใหม่) กิโลเมตรที่ 58 หมู่ 4 ตำบลจระเข้ร้อง
อำเภอไชโย จังหวัดอ่างทอง จึงได้หยุดรถเพื่อทำการตรวจสอบ
จากการตรวจสอบทราบชื่อต่อมา นาย มณฑล เพ็ชรสังข์ อายุ 48 ปี บอกว่า
ตนเองอยู่บ้านเลขที่ 72 หมู่ 7 ตำบลแม่สำ อำเภอศรีสัชนาลัย จังหวัดสุโขทัย
กำลังจะเดินทางด้วยรถสามล้อโยกไปที่กรมบัญชีกลาง ที่กรุงเทพฯ
เพื่อไปยืนยันตัวตนตามที่เจ้าหน้าที่บอก เนื่องจากตนเองถูกตัดสิทธิผู้พิการ
และไม่มีบัตรประชาชน
จากการสอบถาม
นายมณฑลเล่าให้ฟังว่า เดินทางมารับจ้างทำงานอยู่ในกรุงเทพฯ โดยทำงานเป็นช่างแกะลายกระจก
แกะสลักไม้ รับทำป้าย ได้พลัดตกตึก 6 ชั้น ตั้งแต่ปี 2557 จนพิการขาทั้ง 2
ข้างเดินไม่ได้ จึงได้กลับบ้านเกิดไปรับจ้างทำงานแฮนด์เมดจากกะลามะพร้าว
แต่ก็รายได้ไม่ดี ทางญาติพี่น้องก็มีภาระกันทุกคน
มีเงินช่วยเหลือสวัสดิการของคนพิการ เดือนละ 800 บาท ตนไปตรวจสอบเบี้ยคนพิการ
และทราบว่าไม่มีเบี้ยคนพิการโอนเข้ามาในบัญชีมาตั้งแต่ปี 2563
ได้เดินทางไปตรวจสอบที่อำเภอศรีสัชนาลัย ทางเจ้าหน้าที่แจ้งว่า
ถูกตัดสิทธิผู้พิการ บัตรประชาชนก็ไม่สามารถทำได้
และทางเจ้าหน้าที่ได้แนะนำให้ไปแจ้งความที่ สภ.ศรีสัชนาลัย

he had found a disabled man on the Asian road heading to Bangkok. He then came
to inspect the man at the entrance of Chaiyo District (new) Km 58th, Moo 4, Crocodile
Rong Subdistrict, Chaiyo District, Ang Thong Province. According to the
inspection, 48-year-old Mr. Prachasang said he was
at 72 Moo 7, Mae Sam Subdistrict, Si Satchanalai District, Sukhothai Province
on his way to Bangkok in a tricycle to confirm his identity as authorities said
he was disqualified and had no ID card.
According to the inquiry, Mr. Monthon
explained that he was hired to work in Bangkok by working as a glass engraver,
carving wood, and receiving signs. He fell off a six-story building from 2014 until he was unable to walk, so he returned home to work for
hand-made work from coconut kalamakra. But the relatives were all burdened with
800 baht per month of disabled people. He was aware that no disability
benefits have been transferred to the account since 2020, and he had traveled to Si Satchanalai District to investigate.
The authorities said that disability rights were disqualified, ID cards could
not be obtained, and the authorities advised him to report them to the
