นายเศรษฐา ทวีสิน นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง เข้าร่วมการประชุมสภาผู้แทนราษฎร
ชุดที่ 26 ปีที่ 1 ครั้งที่ 5 เพื่อพิจารณาร่าง พระราชบัญญัติงบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ. 2567 เป็นจำนวนไม่เกิน
3,480,000,000,000 บาท สำหรับเป็นค่าใช้จ่ายของหน่วยรับงบประมาณ
เป็นจำนวน 3,361,638,869,500 บาท เพื่อชดใช้เงินคงคลัง เป็นจำนวน 118,361,130,500 บาท เหตุผลเพื่อให้หน่วยรับงบประมาณได้มีกรอบวงเงินงบประมาณสำหรับใช้จ่ายในปีงบประมาณ
พ.ศ. 2567 ที่รัฐบาลนำเสนอต่อสมาชิกสภาผู้แทนราษฎร โดยรัฐบาลได้ดำเนินการให้สอดคล้องกับสภาวะทางเศรษฐกิจ
และฐานะทางการเงินการคลังของประเทศ ตลอดจนแนวทางการพัฒนาประเทศตามยุทธศาสตร์ชาติ
แผนแม่บทภายใต้ยุทธศาสตร์ชาติ แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 13 นโยบายและแผนระดับชาติว่าด้วยความมั่นคงแห่งชาติ
และเป้าหมายการพัฒนาที่ยั่งยืน เพื่อให้เกิดผลสัมฤทธิ์ และประโยชน์สูงสุดต่อประชาชนอย่างเป็นรูปธรรม
ความสำคัญของการประชุมสภาฯในครั้งนี้
อาจไม่ได้อยู่ที่ผลการออกเสียงลงคะแนนของที่ประชุมสภาฯ
หลังจากที่ผ่านมาบรรดาแกนนำพรรคร่วมรัฐบาลประกาศยืนยันชัดเจนว่า
การโหวตในเรื่องนี้จะไม่มีการแตกแถวอย่างแน่นอน
จึงอยู่ที่เนื้อหาในการอภิปรายของฝ่ายค้าน และการตอบชี้แจงของฝ่ายรัฐบาล
หรืออาจรวมไปถึงนายทักษิณ ชินวัตร อดีตนายกรัฐมนตรี ด้วยเช่นกัน เนื่องจากกำลังถูกเพ่งเล็งถึงความชัดเจนเกี่ยวกับการได้สิทธิรักษาตัวที่โรงพยาบาลตำรวจเกิน
120 วัน ทำให้เริ่มได้เห็นอาการบางอย่างออกมาจากส.ส.ของพรรคเพื่อไทยผ่านสื่อมวลชน
ด้วยการย้ำว่าการประชุมสภาฯครั้งนี้ มีวาระ คือ การพิจารณางบประมาณ
ไม่ใช่การอภิปรายไม่ไว้วางใจ
ส.ส.พรรคก้าวไกล อภิปรายครั้งนี้จำนวน
33 คน รวมเวลาในการอภิปรายครั้งนี้ถึง 830 นาที
คิดเป็นเวลามากกว่า 13 ชั่วโมง แบ่งออกเป็นสามเรื่องหลัก ประกอบด้วย 1.การเมือง
นำการอภิปรายโดยนายชัยธวัช ตุลาธน ผู้นำฝ่ายค้านและหัวหน้าพรรค 2.เศรษฐกิจ
นำโดยนางสาวศิริกัญญา ตันสกุล ส.ส.บัญชีรายชื่อและ 3.สังคมและการศึกษา
นำโดยนายวิโรจน์ ลักขณาอดิศร นายพริษฐ์ วัชรสินธุ ส.ส.บัญชีรายชื่อ นอกจากนี้
ยังต้องจับตาไปที่การอภิปรายของนายรังสิมันต์ โรม ส.ส.บัญชีรายชื่อ อีกหนึ่งคนด้วย
เพราะอาจมีไม้เด็ดในการเปิดโปงการทำงานฝ่ายความมั่นคง แสดงให้เห็นว่าพรรคก้าวไกลให้ความสำคัญเรื่องงบประมาณพอสมควร
เพื่อเป็นการแสดงให้เห็นว่าเรื่องเศรษฐกิจและปากท้องของประชาชนก็เป็นวาระและภารกิจสำคัญของพรรคก้าวไกลเช่นกัน
โดยไม่ได้ยู่กับเรื่องมาตรา 112 ของประมวลกฎหมายอาญา ดังนั้น
เป้าประสงค์ของพรรคก้าวไกลในครั้งนี้
จึงอยู่ที่การพยายามเปิดแผลรัฐบาลให้กว้างออกไปเรื่อยๆ
เพื่อบั่นทอนความชอบธรรมในระยะยาว
เพราะอีกไม่นานการอภิปรายไม่ไว้วางใจกำลังจะเกิดขึ้นในเร็วๆนี้
แม้ว่างบประมาณรายจ่ายปีนี้จะเพิ่มขึ้นร้อยละ
9.3 เมื่อเทียบกับปีก่อน
แต่รัฐบาลจะสามารถจัดเก็บรายได้ได้มากขึ้นกว่าร้อยละ 11.9
ทำให้สามารถจัดสรรงบไปลงทุนได้กว่า 717,722.2 ล้านบาท
ซึ่งเพิ่มขึ้นกว่าร้อยละ 4.1 และสามารถชดใช้เงินคงคลังและชำระคืนต้นเงินกู้ได้กว่า
118,361.1 ล้านบาทอีกด้วย
ซึ่งจะทำเป็นการเตรียมพร้อมทำให้รัฐบาลมีกรอบในการลงทุนในระยะกลางและยาวมากขึ้นในปีงบประมาณ
พ.ศ. 2568 อีกด้วย การบริหารงบประมาณรายจ่ายทั้งหมดนี้
จะเป็นจุดเริ่มต้นในการดำเนินนโยบายทั้งในระยะสั้นไปจนถึงระยะยาว
โดยรัฐบาลจะดำเนินการให้เป็นไปตามกรอบวินัยการเงินการคลังของรัฐ
ใช้จ่ายเงินภาษีของประชาชนอย่างมีประสิทธิภาพมากที่สุด
โดยมีเป้าหมายที่จะบำบัดทุกข์ บำรุงสุข
ลงทุนเพื่อสร้างการเจริญเติบโตของประเทศทั้งในระยะสั้นและระยะยาว
และเป็นไปตามกฎหมาย
